China and France welcome the efforts made by the international community to promote the development and security of artificial intelligence applications, including the signing of the Bletchley Declaration on November 1, 2023. China is willing to participate in the Artificial Intelligence Summit to be held by France in 2025 and its preparatory work. China invites France to participate in the World Artificial Intelligence Conference and High Level Conference on Global Governance of Artificial Intelligence to be held in 2024.

The 2024 China Africa Internet Development and Cooperation Forum was held in Xiamen, China, from April 2 to 3, 2024, and conducted in depth exchanges on China Africa AI cooperation. Artificial intelligence is a new field of human development. Currently, the rapid development of global artificial intelligence technology has had a profound impact on economic and social development as well as human civilization progress, bringing enormous opportunities to the world. Africa is an important participant in technological progress, and the development and application of artificial intelligence are of great significance to developing countries, including China and African countries. We fully recognize the necessity of strengthening cooperation in artificial intelligence between China and Africa, and are willing to uphold the original intention of equal treatment, sincere friendship, win win cooperation, and common development. We will adhere to people oriented, intelligent for good, fair and open, deepen friendly cooperation in the field of artificial intelligence between China and Africa, and further promote the high level development of the comprehensive strategic partnership between China and Africa. Therefore, we call for:

(Preamble)

On the occasion of the 60th anniversary of the establishment of diplomatic relations between the two countries, the two heads of state reiterated their joint commitment to deepening the consensus reached during the visit of the President of the French Republic to China from April 5th to 7th, 2023, and opening up new channels of cooperation. The two heads of state firmly believe in the importance of continuous dialogue between the two countries in providing lasting solutions to global challenges, and have decided to strengthen the role of China France relations as a driving force for international governance of global challenges. China will continue to participate at an appropriate level in the follow up committee meetings of the New Global Financing Compact Summit in June 2023, and carefully study the Paris Pact for Humanity and the Earth (4P). Therefore, based on the consensus reached in the Sino French Joint Statement on April 7, 2023, the two heads of state have reached the following consensus, especially in the field of artificial intelligence.

China and France are fully committed to promoting safe, reliable, and trustworthy artificial intelligence systems, adhering to the principle of "AI for good", and exploring the potential of artificial intelligence and reducing its risks through comprehensive and inclusive dialogue. Both sides will also rely on the work carried out at the United Nations level to strengthen international cooperation in artificial intelligence governance and interoperability between various artificial intelligence governance frameworks and initiatives, such as relying on the work carried out within the United Nations Secretary General's High level Advisory Body on Artificial Intelligence or on the basis of the UNESCO Recommendation on the Ethics of Artificial Intelligence.

(Conclusion)

Taking into consideration the principles above, the 40th International Conference of Data Protection and Privacy Commissioners calls for common governance principles on artificial intelligence to be established, fostering concerted international efforts in this field, in order to ensure that its development and use take place in accordance with ethics and human values, and respect human dignity. These common governance principles must be able to tackle the challenges raised by the rapid evolutions of artificial intelligence technologies, on the basis of a multi stakeholder approach in order to address all cross sectoral issues at stake. They must take place at an international level since the development of artificial intelligence is a trans border phenomenon and may affect all humanity. The Conference should be involved in this international effort, working with and supporting general and sectoral authorities in other fields such as competition, market and consumer regulation.

In order to meet the security challenges of artificial intelligence and guard the future of mankind in the intelligent age, the Shanghai Advisory Committee of Experts on Artificial Intelligence Industry Security, on the basis of fully absorbing the consensus on artificial intelligence security at home and abroad, jointly launched the Shanghai Initiative for the Security development of Artificial Intelligence and industry colleagues in the field of artificial intelligence security.
