The global development of Artificial Intelligence (AI) has reached a new stage, with features such as cross disciplinary integration, human machine coordination, open and collective intelligence, and etc., which are profoundly changing our daily lives and the future of humanity. In order to promote the healthy development of the new generation of AI, better balance between development and governance, ensure the safety, reliability and controllability of AI, support the economic, social, and environmental pillars of the UN sustainable development goals, and to jointly build a human community with a shared future, all stakeholders concerned with AI development should observe the following principles:

The development of Artificial Intelligence (AI) concerns the future of the whole society, all mankind, and the environment. The principles below are proposed as an initiative for the research, development, use, governance and long term planning of AI, calling for its healthy development to support the building of a human community with a shared future, and the realization of beneficial AI for mankind and nature.

Artificial intelligence (AI) is a new area of human development. Currently, the fast development of AI around the globe has exerted profound influence on socioeconomic development and the progress of human civilization, and brought huge opportunities to the world. However, AI technologies also bring about unpredictable risks and complicated challenges. The governance of AI, a common task faced by all countries in the world, bears on the future of humanity. As global peace and development faces various challenges, all countries should commit to a vision of common, comprehensive, cooperative, and sustainable security, and put equal emphasis on development and security. Countries should build consensus through dialogue and cooperation, and develop open, fair, and efficient governing mechanisms, in a bid to promote AI technologies to benefit humanity and contribute to building a community with a shared future for mankind. We call on all countries to enhance information exchange and technological cooperation on the governance of AI. We should work together to prevent risks, and develop AI governance frameworks, norms and standards based on broad consensus, so as to make AI technologies more secure, reliable, controllable, and equitable. We welcome governments, international organizations, companies, research institutes, civil organizations, and individuals to jointly promote the governance of AI under the principles of extensive consultation, joint contribution, and shared benefits. To make this happen, we would like to suggest the following:

Addressing global climate change is essential for the sustainable future of humanity and ecology. The stakeholders of Artificial Intelligence (AI) Science and Technology should deeply collaborate with stakeholders of climate change and ecosystems to contribute to the implementation of the global climate agenda, such as the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, and the UNESCO Strategy for Action on Climate Change. With international ethical principles such as those enshrined in the UNESCO Recommendation on the Ethics of Artificial Intelligence, the UNESCO Declaration of Ethical Principles in relation to Climate Change, etc. as the foundation, the proposed principles here serve as cross domain efforts on development and ethical principles of AI for climate actions. Aimed at all stakeholders in AI and climate action, including management, Research and Development, use, deployment, investment, etc., these principles aim to provide relevant parties with principles of AI development and governance to address climate change through deep synergy between technology, ethics and governance, and contribute to the steady advancement of the global climate agenda.

· Deploy and Monitor:

1 After the deployment of the AI system, the AI System Owner should ensure that continuous assessment of the human, social, cultural, economic and environmental impact of AI technologies are carried out with full cognizance of the implications of the AI system for sustainability as a set of constantly evolving goals across a range of dimensions against the priority objectives that were set at the Plan and Design phase. 2 The AI System Owner should also foster and encourage the power of AI solutions in addressing areas of global concern aligning with sustainable development goals.

31. The development of sustainable societies relies on the achievement of a complex set of objectives on a continuum of human, social, cultural, economic and environmental dimensions. The advent of AI technologies can either benefit sustainability objectives or hinder their realization, depending on how they are applied across countries with varying levels of development. The continuous assessment of the human, social, cultural, economic and environmental impact of AI technologies should therefore be carried out with full cognizance of the implications of AI technologies for sustainability as a set of constantly evolving goals across a range of dimensions, such as currently identified in the Sustainable Development Goals (SDGs) of the United Nations.
