The 2024 China Africa Internet Development and Cooperation Forum was held in Xiamen, China, from April 2 to 3, 2024, and conducted in depth exchanges on China Africa AI cooperation. Artificial intelligence is a new field of human development. Currently, the rapid development of global artificial intelligence technology has had a profound impact on economic and social development as well as human civilization progress, bringing enormous opportunities to the world. Africa is an important participant in technological progress, and the development and application of artificial intelligence are of great significance to developing countries, including China and African countries. We fully recognize the necessity of strengthening cooperation in artificial intelligence between China and Africa, and are willing to uphold the original intention of equal treatment, sincere friendship, win win cooperation, and common development. We will adhere to people oriented, intelligent for good, fair and open, deepen friendly cooperation in the field of artificial intelligence between China and Africa, and further promote the high level development of the comprehensive strategic partnership between China and Africa. Strengthen policy dialogue and communication.

Promote the establishment of China Africa AI policy dialogue and cooperation mechanism, make full use of international cooperation platforms such as the China Africa Internet Development and Cooperation Forum, exchange and dialogue on AI policies, technologies, industries, applications, governance, etc., and share best practices. China and Africa should strengthen coordination and cooperation under multilateral frameworks such as the United Nations, enhance the representation and voice of developing countries in the global development and governance of artificial intelligence, support the United Nations in playing the main channel role, and establish an international governance institution for artificial intelligence.

China and France recognize the crucial role of artificial intelligence in development and innovation, while considering the range of challenges that the development and use of artificial intelligence may bring. They unanimously agree that promoting the development and security of artificial intelligence and promoting appropriate international governance for this purpose is crucial.

China and France emphasize that artificial intelligence must serve the public interest, and the development and use of artificial intelligence by all countries must comply with the purposes and principles of the United Nations Charter. Both sides emphasize strengthening international cooperation to bridge the digital divide and enhance the artificial intelligence capabilities of developing countries. Both sides recognize that in order to achieve sustainable development goals, it is necessary to actively develop artificial intelligence. These uses should include sustainable development, climate and biodiversity conservation, agricultural production, education, and public health.

Artificial intelligence (AI) is a new area of human development. Currently, the fast development of AI around the globe has exerted profound influence on socioeconomic development and the progress of human civilization, and brought huge opportunities to the world. However, AI technologies also bring about unpredictable risks and complicated challenges. The governance of AI, a common task faced by all countries in the world, bears on the future of humanity. As global peace and development faces various challenges, all countries should commit to a vision of common, comprehensive, cooperative, and sustainable security, and put equal emphasis on development and security. Countries should build consensus through dialogue and cooperation, and develop open, fair, and efficient governing mechanisms, in a bid to promote AI technologies to benefit humanity and contribute to building a community with a shared future for mankind. We call on all countries to enhance information exchange and technological cooperation on the governance of AI. We should work together to prevent risks, and develop AI governance frameworks, norms and standards based on broad consensus, so as to make AI technologies more secure, reliable, controllable, and equitable. We welcome governments, international organizations, companies, research institutes, civil organizations, and individuals to jointly promote the governance of AI under the principles of extensive consultation, joint contribution, and shared benefits.
