Carry out talent exchange and capacity building.

Advocate for strengthening the exchange and cooperation of artificial intelligence talents through joint research, visiting scholars, and other means. Encourage China Africa cooperation to strengthen the construction of artificial intelligence capabilities, carry out online courses and professional training, and help countries enhance their artificial intelligence technology and governance capabilities.

Build a strong network and data security barrier.

Support the Global Data Security Initiative, deepen cooperation between China and Africa in the fields of network and data security, jointly promote the research and application of network security technology and products, and create auditable, supervised, traceable, and trustworthy artificial intelligence technology. Jointly prevent the abuse of artificial intelligence technology and network attacks, and ensure personal privacy and data security in the development and application of artificial intelligence. China is willing to work with all African countries to seize opportunities, meet challenges, strengthen cooperation in the field of artificial intelligence, and jointly build a closer China Africa community of shared future in cyberspace, promoting common development and prosperity between China and Africa.

China and France emphasize that artificial intelligence must serve the public interest, and the development and use of artificial intelligence by all countries must comply with the purposes and principles of the United Nations Charter. Both sides emphasize strengthening international cooperation to bridge the digital divide and enhance the artificial intelligence capabilities of developing countries. Both sides recognize that in order to achieve sustainable development goals, it is necessary to actively develop artificial intelligence. These uses should include sustainable development, climate and biodiversity conservation, agricultural production, education, and public health.
