AI should contribute to the education and training on climate change and climate action, to promote government, industry and public awareness, to promote the technical implementation of climate action policies, and to the guidance for people whose employment is affected by climate change and climate action. AI should contribute to incubate green industries and to promote reemployment.

Addressing global climate change is essential for the sustainable future of humanity and ecology. The stakeholders of Artificial Intelligence (AI) Science and Technology should deeply collaborate with stakeholders of climate change and ecosystems to contribute to the implementation of the global climate agenda, such as the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, and the UNESCO Strategy for Action on Climate Change. With international ethical principles such as those enshrined in the UNESCO Recommendation on the Ethics of Artificial Intelligence, the UNESCO Declaration of Ethical Principles in relation to Climate Change, etc. as the foundation, the proposed principles here serve as cross domain efforts on development and ethical principles of AI for climate actions. Aimed at all stakeholders in AI and climate action, including management, Research and Development, use, deployment, investment, etc., these principles aim to provide relevant parties with principles of AI development and governance to address climate change through deep synergy between technology, ethics and governance, and contribute to the steady advancement of the global climate agenda.

· Fairness and justice

AI should be transparent and objective when it contributes to climate action. When it is used to assess, analyze and predict the impact of countries, regions and industries on climate change, their characteristics and development stages should be considered to avoid introducing bias. AI should contribute to the attention and evaluation of potential additional damages suffered by vulnerable groups in climate change, as well as the assessment of the negative impact of new technology revolutions on climate change, so as to avoid exacerbating inequality between countries, regions and social groups due to climate change. AI technologies and systems related to climate change control are encouraged to be opensource and shared. We should actively empower low and middle income countries, and regions with lower development status on AI to accelerate the realization of global climate goals.

• Foster Innovation and Open Development

To better understand the impact of AI and explore the broad diversity of AI implementations, public policy should encourage investment in AI R&D. Governments should support the controlled testing of AI systems to help industry, academia, and other stakeholders improve the technology. [Recommendations] • Fuel AI innovation: Public policy should promote investment, make available funds for R&D, and address barriers to AI development and adoption. • Address global societal challenges: AI powered flagship initiatives should be funded to find solutions to the world’s greatest challenges such as curing cancer, ensuring food security, controlling climate change, and achieving inclusive economic growth. • Allow for experimentation: Governments should create the conditions necessary for the controlled testing and experimentation of AI in the real world, such as designating self driving test sites in cities. • Prepare a workforce for AI: Governments should create incentives for students to pursue courses of study that will allow them to create the next generation of AI. • Lead by example: Governments should lead the way on demonstrating the applications of AI in its interactions with citizens and invest sufficiently in infrastructure to support and deliver AI based services. • Partnering for AI: Governments should partner with industry, academia, and other stakeholders for the promotion of AI and debate ways to maximize its benefits for the economy.

• Create New Human Employment Opportunities and Protect People’s Welfare

AI will change the way people work. Public policy in support of adding skills to the workforce and promoting employment across different sectors should enhance employment opportunities while also protecting people’s welfare. [Recommendations] • Encouraging Human Employment: Governments should implement programs to mitigate AI’s impact on jobs and devise policies that promote employment. These programs should particularly focus on the effectiveness of incentives in government funded infrastructure projects. • Retraining: Governments should implement policies that support the up skilling and the re skilling of the workforce, particularly in job areas that are less likely to be automated, such as positions focused on person to person interaction and the need for “guided computation” where individuals direct and oversee the operation of the technology.

3. Inclusion and Sharing

AI should promote green development to meet the requirements of environmental friendliness and resource conservation; AI should promote coordinated development by promoting the transformation and upgrading of all industries, and by narrowing regional disparities; AI should promote inclusive development through better education and training, support to the vulnerable groups to adapt, and efforts to eliminate digital divide; AI should promote shared development by avoiding data and platform monopolies, and promoting open and fair competition.
